Hi John, I don't know why the Debian TeX Maintainer list got this email, but this is definitely nothing we will want to package. Since it is purely Java stuff, I suggest the Java groups.
Also, the list of dependencies is impressive, not sure whether all of them have been packaged for debian, so it might be a considerable endeavour to package verapdf.
