That's the plan, but it'll need to wait until Bullseye is released.  At
the moment the Breaks/Replaces/Recommends: dance is still necessary to
guaranty a smooth upgrade path after the package split (from dropbear to
dropbear-{run,initramfs}) and subsequent rename (from dropbear-run to
dropbear).  One can of course always install with --no-install-recommends
to avoid pulling the initramfs stuff :-)
