"xset dpms force off" does shutdown my screen. So it looks like my video driver works, does it ?
If that powers off your screen, then xscreensaver should also be powering off your screen, as per the DPMS settings in xscreensaver-demo.
If it's not, that's a bug. Perhaps your copy of xscreensaver was compiled without DPMS support. Run xscreensaver with -verbose and log it.
