There are many situations where no building or compiling is required. I have seen, as reported, cpanminus indications that make is required and gcc too when needed. That is good. I understand that in some cases the installation of make and gcc would avoid some debugging and even reduce inefficiency. So in my case it 's just a matter of having more fine grained control and also avoid the extra disk space required by make and gcc. It cpanm works well with only make and gcc, but build-essentials would be a more comprehensive approach.
