We're all volunteers, and generally I think this sort of thing would
make NEW processing feel like drudgery.

More specifically, not sure this could work well because the amount of
time packages take to process varies considerably, so if we only have
time for some small packages, we want to be able to get those through,
and not be stopped just because of a rule that we have to process the
oldest item in the queue.

My experience shows that they often take *more* time, unfortunately.
