I experience exactly the same bevahiour after installing 1:3.1+dfsg-8+deb10u6 on Debian as Dom0 with Xen version 4.11.4+24-gddaaccbbab-1~deb10u1. No interessting output in any log files as far as I can tell. Downgrading the qemu-system-x86 packet to 1:3.1+dfsg-8+deb10u5 immediately fixes the problem.
