Works fine for me, too, with xfig 1:3.2.6a-2 in Ubuntu 18.04.4 LTS.
(If you really need this, I can verify with a "pure" Debian version in the
 coming days)

I'm still a regular xfig user, and can't even remember this issue,
so I assume it must have been fixed ages ago.  The changelog doesn't
mention a fix, though.
