I'm on Debian 10/buster. I tried building pyyaml/python3-yaml on buster, and it failed. I then upgraded libyaml to the version on unstable, namely 0.2.2-1, and it built correctly, and runs on my current (small) script, though I have hardly tested it. I didn't change anything else, so I conclude that the build dependency on libyaml needs to be versioned to >=0.2.2-1. A patch for this should be trivial, but I can submit one if you want. I could even submit a pull request to https://salsa.debian.org/python-team/modules/pyyaml, though I don't currently have an account on salsa, and do not know anything about the service. Let me know.
