Isaac, What about reassigning this bug to debian-policy? Debian should either ensure that EDITOR is always set to something sensible, or that /usr/bin/vi is always valid, rather than forcing every single package to obey the sensible-editor convention.
I'll also mention that elvis-tiny is 50KB, and has the full
functionality of vi (it beeps whenever you hit a key).
