Hi,
I think it'd be useful to add `--quiltrc /dev/null` to quilt
invocations in patchsys-quilt.mk, and probably quilt.debbuild.mk.
One can get a-bit-difficult-to-catch FTBFS bugs on one's own system
if one defines stuff like QUILT_PATCHES in ~/.quiltrc.
