I see that in april of this year I looked into updating the package, it needed rnc2rng. I have packaged it. And it is in Debian now: python3-rnc2rng so there should be no reason to delay upload of that one. Most likely I need to adopt citeproc from the QA group... doing all that now, if you don't hear back with closing this issue, feel free to ping me again.
