Neither (cairo) libsvg or libsvg-cairo are stable and supported. Only packages under http://cairographics.org/releases/ are supported. Both are snapshots http://cairographics.org/snapshots/ and I've packaged them under debian for some time: http://cairographics.org/packages/debian/unstable/ If they get put into debian then the maintainer becomes responsible for all their support, and will get no upstream support.
