You are fully right.  The problem here is, that last upstream
_release_ is 1.8.1 including a dictionary as of 2016-09-06.

Next to this, upstream provides a development version of the
dictionary on
https://ftp.tu-chemnitz.de/pub/Local/urz/ding/de-en-devel/ which is
changed from time to time but has no version number or timestamp in
the file name but only in line 1 of the file itself.

Until now I was shy to merge this development version of the
dictionary into Debian ding 1.8.1 package, but since it has that many
fixes and new translations, I just prepared a 1.8.1-10 which comes
with a quilt patch that replaces the 1.8.1 2016-09-06 dictionary with
the devel 2020-08-27 version (the patch is as large as the dictionary
itself, but the improvement is worth this).

This supersedes all former dictionary patches in the Debian package,
which where all included upstream in devel version.

In parallel I asked upstream to think about releasing a new official
version of ding and the dictionary based on the state of the devel
version by mail.
