Confirmed, still exists in pandas 1.1.4, not obviously known upstream.
#969648 was also a datetime issue that appeared during the pandas 1.0 -> 1.1 transition, but I don't know if they're related. (cfgrib wasn't tested as part of that transition because it doesn't directly depend on pandas.)
