I'm afraid that the package fails to upgrade:

Unpacking manpages (5.09-1) over (5.08-1) ...
dpkg: error processing archive 
/tmp/apt-dpkg-install-Vi3YLk/00-manpages_5.09-1_all.deb (--unpack):
 trying to overwrite '/usr/share/man/man3/queue.3.gz', which is also in package 
manpages-dev 5.08-1

Obviously, you need Replaces: manpages-dev (<< 5.09)
