There could be something wrong with my sbuild setup, or a bug in sbuild itself. That being said, I've recently done ~500 rebuilds with this setup and the only failures due to LC_* settings were in vim and postgresql-12 and -13. I didn't file bugs with postgresql-* because it explicitly told me there were "invalid locale settings" [1].
