Sure, I understand, combining syslog-ng and socklog is not ideal. However I don't think that the debian package is the right place to implement the features that you suggest. Best would be to contact upstream (ideally with a patch) and see if he's interested in adding that to socklog and/or svlogd. In this case I would be more than happy to package the new version.
