Bug#975077: libc6: circular dependencies

Hi,

I guess this known issue might also be the reason why I'm not able to 
reinstall all installed packages with using "aptitude -reinstall ~i" 
like reported in https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=975052

Is this correct?
