So the documentation say that it still is installed, and given that TVM
depends on it to run, I'd think that it still is there at least until v11:

That file is no longer shipped by nvidia since they stopped shipping
documentation in 11.1. AFAICT it is also neither part of their .deb
packages for Ubuntu nor created by the .run installer scripts any more.
As I don't want to encourage software development that only works with
the Debian packaging of CUDA, but not with upstream's way of software
distribution, I'm not bringing version.txt back.
