It behaves different.
Now I see a error message:
"File ... is encrypted. Support for encrypted files has not been
implemented yet. File export failed."
and no saved file.
I inspect it:

It seems pdfarranger could not deal with it. That's a pity.
So the bug is a combination of wrong LANG handling and missing feature,
I think.
