Since the change to ignore test failures on riscv64 [1], src:virglrenderer no longer honors the presence of "nocheck" in DEB_BUILD_OPTIONS. Thus, even if tests are disabled by the build environment, the testsuite is run anyway which is not allowed. Disabling the testsuite is necessary to allow cross-compilation, for example.
