indeed, I have prepared fonts-urw-base35 to take over both gsfonts and
gsfonts-x11 since the very beginning:

However, I have hesitated to do so. The reason is that we have the
urwcyr fork in the gsfonts package, and last time I checked not all
cyrillic glyphs that this fork added were also available in the urw
releases.

Why do you think the package is not fit for release? Because it did not
have a maintainer upload for the last 10 years? It is static font data,
after all? Or because it does not follow a naming convention that isn't
even Debian policy?
