That is the expected behavior to prevent an activation of newly-installed plugins without user consent. It is expected that user enables and configures the addon before the addon starts serving its purpose. I think I had to clarify this in my unofficial repo. I will ask the upstream if we can merge a patch that pops up a notification if new addons were installed / need additional configuration.
