Yes. I myself as upstream author of RcppArmadillo am affected by a change in
Matrix 1.3-0, and have contacted its author / been contacted back.

When I last checked this morning, Matrix 1.3-0 was still under review at
CRAN's incoming directory (a little like our NEW queue, and you can look at
it).  So whoever told you 1.3-2 was out (Hi, Pete!) was a little
overeager. AFAIK it is not yet on CRAN but shown as 'Archived' meaning CRAN
maintainers took a dimmer view of it than its authors.

I generally debianize CRAN packages the day of their CRAN inclusion and run a
cron'ed mirror of CRAN updates (google 'eddelbuettel cranberriesfeed' or look
at Twitter handle @CRANberriesFeed).
