Hi, from an end-user perspective, since I'm part of the Debian Catalan Local Group [0], I'd love to have a visible support group that we can reach out to as well get support from.
Although there is already an existing IRC channel mentioned previously, a mailing list would help on coordination and offers the ability to link to certain messages/statements for sharing and documenting purposes. Last but not least, a mailing list is a more comfortable way to contact (and lurking) than IRC for some users within our community, specially for not day-to-day chitchat.
