It's just a bit odd to install something that's not going to work. It's also not clear to me if you can get away without /proc anymore, given that GNU utilities heavily lean towards fchmodat and lchmod, and the glibc implementation for these functions nowadays requires /proc (the Linux fchmodat system call is incomplete).
