Bug#981161: krb5: drop unused Build-Depends: libncurses-dev

As I understand the freeze, it's too late for bullseye because krb5 is
in the build-essential set.

If I don't get to this soon in the bookworm cycle, feel free to remove
the build-depends yourself; it's debian group writable in salsa.
