I didn't make lowdown the default, because there is an outstanding bug
specifically affecting libmaxminddb, for which I'm waiting for a new
lowdown release to fix.

It will become the default eventually, but I wanted to offer it as an
alternative among a few other changes, and do the swap as a "small
targeted fix" when the lowdown issue is fixed, which may or may not be
after the Feb 12th freeze.

I thought that in the meantime (or also in case we don't make the
freeze) it would help you with manual builds for bootstrapping. It
sounded like this was something you did manually by patching the package
before, so I felt this would be better than nothing.

Also, note that there is also support for the "nodoc" option & profile
now, which was also previously requested by Helmut in this bug; hope
this potentially helps in the meantime as well.
