dnsmasq fails to start with the following error message:

dnsmasq: Cannot set capabilities: Operation not permitted
 (failed).
 invoke-rc.d: initscript dnsmasq, action "start" failed.

This looks unrelated to #363244 to me. Failed with the stock
dnsmasq.conf as well.
