It's not just "does the procps package have this manpage" but "does the procps package have this translated manpage in *this language*". And for each manpage the languages that are available are different, both in the procps and manpages-l10n packages. It's also not good enough to see the relevant .po file because po4a will only translate a file if it is at least 80% translated. In short, its a massive pain, but I think its ok now; or at least its no longer conflicting. I'm not sure what you mean by duplicates here. - Craig
