Does the output of
$ apt rdepends manpages-de --important
include more than task-german and parl-desktop-eu?

In particular, does it include a local metapackage which is tagged
Essential/Important:yes?

(Important packages are considered like Essential which here is probably
 wrong as we shouldn't make ordering guarantees for it… but then,
 I guess that is part of why libgcc ↔ libgcc_s works now. And btw: The
 commandline flag stands for "important dependencies", which in this
 case is Depends and Pre-Depends, it has nothing to do with the
 Important flag or the other billion things also called important)


If not have a look into /var/backups for a dpkg.status file from before
your (failed) upgrade, so that we might be able to reproduce this.
