Yes, this is a known defect in KMail. I and other KDE Debian maintainers agree that the user should be able to force the use of a key. See http://bugs.kde.org/44699 for details (reported in 2002, go figure). All I can recommend is that you put some votes in the upstream bug report. For the moment, you'll have to --lsign the keys you need to use.
