Since the most recent update to libchipcard-date in unstable
yesterday, aqbanking-cli doesn't work with chipcard based banking
anymore:

chipcard-tool(31256):client.c:  215: Data files not found (-51)

Doing an strace showed that the program checks for the presence of
/usr/share/chipcard/cards/README and then fails if that doesn't exist.

A simple "sudo touch /usr/share/chipcard/cards/README" made aqbanking-cli
work again.
