thank you for the bug report.

I suspect that you are missing an icon theme providing an icon like
preferences-desktop-keyboard-shortcuts.png

You may try installing gnome-icon-theme.

I shall declare a recommendation for package gnome-icon-theme or
alternative packages which provide this icon.
