It may be an openssh bug that it refuses to operate when nobody is listening on the control socket, but the reason the socket wasn't cleaned up is indeed subversion's fault. svn kills ssh with SIGKILL for reasons I won't get into right now, except to say that I'm about to patch it not to do that.
