The default Debian kernel from backports is using the built-in driver intel_pstate driver for Intel i5 CPU, so systemd-udevd should look for the frequency information there and not in the not used module acpi_cpufreq.
systemd-udevd does not care about the "frequency information".Maybe the error message above is just a result of the (wrong) cpufreq driver being (auto)loaded. In which case, this is more likely to be a kernel issue.
As said, this bug is not really actionable without more information.
