Oops. I totally forgot about this this legacy file.  The reason for this
is that we switched to a new option parser which also features global
config files.

Right, that should not have happened.  Fixing this if complicated and
thus I would suggest to use a symlink or way better to get rename the
file.

    * [IMPORTANT] The default configuration file is now
      ~/.gnupg/gpg.conf.  If an old ~/.gnupg/options is found it will
      still be used.  This change is required to have a more
      consistent naming scheme with forthcoming tools.
