I have the same issue here, it started at the moment I moved from the 4.19 kernel to 5.9, and now 5.10. For totally non-obvious reasons fans start blowing like crazy regularly for a few seconds. When observing system load, it's just hovering around 0.2 - 0.4, no peaks observed. This is an Intel NUC with just a Buster system used as mostly inactive desktop.
