The latter is similar to /boot/[firmware/]cmdline.txt on RPi systems which in turn gets added to the kernel command line (/proc/cmdline). I'm about to propose we just add it to /etc/default/raspi-firmware. That way one can add comments to that file to explain f.e. why you add those parameters and I personally find it confusing that it's a separate file (which I have to look up every time). https://salsa.debian.org/debian/raspi-firmware/-/blob/master/debian/kernel/ postinst.d/z50-raspi-firmware#L185 Shows it's just gets added while processing the raspi-firmware configuration script.
