util-linux contains hwclock which has an optional GPL-3+ licensed part currently enabled in the build.
The corresponding file sys-utils/hwclock-parse-date.y is missing in the debian/copyright file. Please reference it there.
Please consider building with --disable-hwclock-gplv3 or introducing a profile that builds with this flag. This would simplify building Debian-based distributions that do not contain GPL-3 in the installed binary packages. util-linux is one of the few GPL-3 containing packages in essential that has no good replacement without GPL-3 in Debian.
