Unless there is still a plan to reimplement the perl scripts in another language, I intend to work on a patch to internationalise the Perl scripts. I plan to use something like in /usr/share/perl5/Debconf/Gettext.pm to avoid depending on liblocale-gettext-perl. (Thanks to Denis Barbier for pointing this). I intend to make a dpkg-dev PO and to put the strings of the scripts provided by dpkg in the existing dpkg PO.
