Control: reassign -1 shim-helpers-amd64-signed-template

Hi Rebecca!

Apologies, I nearly missed this bug due to the split of the source
packages and templates for the signing builds. Reassigning to the
template package shim-helpers-amd64-signed-template, as that's where
the actual code lives.

ACK, you're totally correct. This has been a bug for a while, and
needs fixing. Working on it now.
