Dear Maintainer,

I have a Debian sid hppa VM, and I wanted to try using qemu-hppa-static to 
build things
faster than running the full VM.

So I tried this with 5.2[mumble] and encountered #988842, and then tried 6.0.

It's completely broken. Passing arguments to programs is just ignored, so 
attempting
"ls /doesnotexist /orthiseither" or "apt update" act like you ran "ls" or "apt".

It did not behave this way on 5.2, and does not behave this way in 
qemu-system-hppa
5.2 (I cannot readily upgrade the buster server running the VM to running 6.0).
