On a fresh install install of Bullseye the kde-plasma-desktop metapackage was installed as per information at https://wiki.debian.org/KDE kde-plasma-desktop was chosen as the most minimal option for installing KDE. However kwin-x11 is not installed which results in windows not having titlebars and borders. And systemsettings is not installed which results in there being no System Settings application to configure KDE.
