traceroute overloads the meaning of the !C error code, it means both
ICMP_UNREACH_HOST_PROHIB and ICMP_UNREACH_PRECEDENCE_CUTOFF.

The man page is in agreement with the code, but maybe the error code
should be disambiguated?
