Remember to tick the enable desktop icons option in budgie desktop settings.
The number of options available for the desktop icons implementation is limited as per upstream's README https://github.com/getsolus/budgie-desktop-view. If you want a fully featured desktop icons interface then desktop-folder or nemo-desktop are also supported options - you enable those through a org.solus-project dconf option - remember to uninstall budgie-desktop-view.
