Package: dracut-core

Dear Maintainer,

dracut may be used in minimal systems. If that is the case, dracut-core
drags in perl via pkg-config. However, it seems pkg-config is an
optional part of dracut (and is indeed not shipped as a dependency for
the RPM package if I read the upstream spec file correctly) and there is
fall-back support if pkg-config is not installed.

So it would be nice to demote pkg-config to Recommends in order to
support minimal systems that don't ship perl by default.
