When called as reboot/halt/poweroff -f shutdown code does a sync(),
regardless of existence of /run/runit.nosync, then poweroff/reboot
the system without contacting the init.
However according to runit(8) 
'If  /run/runit.nosync  exists, runit doesn't invoke sync().'
