I'm unable to reproduce this problem. I tried both with a chroot from October
2017 and imagemagick 8:6.9.7.4+dfsg-16 as well with Debian unstable as of today
with imagemagick 8:6.9.11.60+dfsg-1.3. In both cases, the package librsvg2-bin
was not installed but the following worked fine:

    $ convert /usr/share/icons/hicolor/scalable/apps/gvim.svg /tmp/out.png

Can you supply an image that exposes this bug?
