FWIW I would not consider this test failure to be a blocking issue for packaging a new CMake on this platform. The behavior of this logic is the same as it has been for years in CMake. It is just that this test case did not exist before.
Given this statement and the fact that the test failure seems to be quite elusive and difficult to reproduce outside the buildd environment, I ignored the failing tests for now.
I'll leave this bug open, as it is technically not fixed, but drop the severity to wishlist.
